Technical/general. A broader term for any substance added to soil to increase its fertility, including chemical fertilizers. Interchangeable only when referring to organic animal waste used for fertilization. 'Chemical fertilizer' works, 'He spread fertilizer on the field' could refer to either.

General/technical. The general act of enriching soil, can be done with any type of fertilizer. Interchangeable when the specific fertilizer is manure, but 'fertilize' is broader. 'Fertilize the plants with compost' works, 'manure the plants with compost' doesn't.
